Eleven people have been killed and multiple others injured after the driver of a black SUV slammed into a crowd Saturday evening at a street festival in Vancouver celebrating the Filipino Lapu-Lapu Day Block Party!
Footage has emerged of the 30 year old suspect looking dazed and confused and one clip even shows him saying sorry to people yelling at him.
