The Canadian government just signed the United Nations Convention against Cybercrime with almost no debate or public explanation.
What was once opposed by Canada, the US, and the EU as a Russian-led initiative expanding state surveillance powers is now official.
This isn’t primarily about fighting cybercrime.
Its procedural powers apply to electronic evidence of any criminal offence, and international cooperation covers “serious crime” (anything punishable by 4+ years).
Authoritarian regimes will love the cross-border surveillance and evidence-sharing tools it creates.
