Bill C-226 is “An Act respecting the development of a national strategy to assess, prevent and address environmental racism and to advance environmental justice”.
It’s also known as the “National Strategy Respecting Environmental Racism and Environmental Justice Act” which makes the baseless claim that essentially “white privilege” is the root cause of the issue.
